Budget agencies get a boost from Australia Awards Process Review and Re-engineering short course


Twenty-seven public financial management practitioners recently completed the Australia Awards Short Course on Process Review and Re-engineering for Integrated Financial Management Information Systems (IFMIS). The short course, which was delivered virtually by the Queensland University of Technology (QUT), sought to address the current challenges in the implementation of budget management and treasury system in the Philippines.

To meet the Department of Budget and Management (DBM)'s roadmap for building an effective IFMIS in the Philippines, QUT designed the course in consultation with the DBM, and brought together mid to senior-level employees from the Bureau of Treasury, the Commission on Audit, the Department of Trade and Industry, the Department of Social Welfare and Development, the Department of Education, and the Department of Public Works and Highways.

For three months, participants attended online lectures and discussions and completed group tasks to build their competency in key areas of Business Process Management for IFMIS. Topics covered were: IFMIS and benchmarking international best practices; identifying process gaps; understanding business process modelling; completing process analysis; identifying process improvements; developing business continuity plans; and developing a change management strategy for IFMIS.

Following the completion of the course, the participants reported that they felt more confident in their understanding of Business Process Management and the necessary tools to apply their new skills. "The program has made me discover the inner technical person in me. I never knew business processes would be so much fun to learn.", said one participant.

The participants will have the opportunity to apply what they have learned in their respective agencies through the implementation of a Re-entry Action Plan (REAP) that they developed during the course. Designed to maximize the impact of the program, the REAPs will be implemented in groups to strengthen networks both within and between agencies, and ensure that the competencies that they gained from the course are shared among colleagues and re-engineered processes are maintained.

Participants will meet regularly with facilitators for virtual mentoring sessions while they implement their REAPs, before reconvening in April 2021 to share the successes and challenges they encountered.
